Sir Malcolm Rifkind, who was British secretary of state for transport, defence and foreign affairs successively, held working meetings with Bulgarian ministers last Friday. He shared his country's expertise in state governance with the ministers of state administration, transport and communications, and culture, as well as deputy ministers, announced the Information and Public Relations Directorate with the Council of Ministers.

According to Rifkind the relations among the ministers, Parliament, the opposition and the mass media are a key factor in good governance.

The Bulgarian administration received advice on privatization, investment policies and the observance of the rule of law. Earlier in the day, Rifkind met with Prime Minister Simeon Saxe-Coburg.
