BULGARIA AND ROMANIA'S ON-TIME EU ACCESSION CHANCES DECREASE

Germany's Mitteldeutsche Zeitung reports today that shortly before the beginning of a new EU enlargement wave, Bulgaria and Romania's on-time accession chances are decreasing.

The two countries have to join the EU on January 1 2007 but this may not happen, the newspaper reports. Older EU member states, like France and the Netherlands are becoming less involved in the enlargement process.

In addition, the publication writes, no government can neglect public opinion. A representative of the Dutch foreign ministry said politicians should not go against the will of their people, Mitteldeutsche Zeitung reports.

The European Commission (EC) will present in May its final report on Bulgaria and Romania's readiness to join the union. In June EU member states will decide whether membership will become fact in the beginning of 2007. Such decision needs to be taken unanimously.

A previous EC report from the autumn of 2005 points out a number of positive developments in the two countries. The document also addresses harsh criticism to the Romanian and Bulgarian governments for failures to implement reforms in several spheres essential for EU membership.
