Five construction workers fell from rickety scaffolding in Sofia's residential district of Mladost.
The two most severely injured workers were taken to the Military Medical Academy, two were sent to Pirogov emergency centre and the fifth was given first aid on the scene, Focus news agency reported.
A Pirogov representative said that the two victims treated at the centre were out of danger. They had no health insurace.
The workers, who were installing insulation, fell from a height of four to five metres.
There were no signs at the site naming the investor or what the building was intended to be. The construction was legal, Focus said.
The European Commission is taking Bulgaria to court for delays in providing Sofia with adequate waste disposal facilities.
