European Consumer Centre opened in Sofia

European Commissioner for Consumer Protection Meglena Kuneva and Economy and Energy Minister Petar Dimitrov officially opened on February 4 the European Consumer Centre (ECC) in Bulgaria, integrating the country into the European Consumer Centres Network (ECC-Net).

A similar centre is scheduled to be opened on February 5 in Romania, which joined the European Union together with Bulgaria in January 2007, as well.

The ECC will take in complaints by Bulgarian citizens who acquired goods and services either in Bulgaria or in any other EU member state. This way Bulgarian citizens will be able to claim their customer rights not only for products bought on the Bulgarian market, but for products bought on the common European market as well. The Bulgarian ECC will co-ordinate its actions with the ECC of the country from which the product was bought in order to receive its cooperation for solving the consumer claims.

The Bulgarian ECC will also receive complaints from similar institutions from other EU member states, submitted by citizens who bought goods or used services in Bulgaria, and will also cooperate on solving consumer claims.

Another activity of Bulgaria's ECC would be issuing brochures and different educational materials to inform citizens of their rights as consumers of goods and services on the common European market, Focus news agency said. The ECC will also offer consultancy services to consumers on their rights and on the actions they need to take in case they bought defective goods or received with low-quality services.

The ECC opening allows Bulgaria to join the common efforts of the EU to assist its citizens in the field of cross-border shopping. The idea is that EU citizens be able to take advantage of the best purchasing deals EU offers both when shopping in their home countries and abroad. Founded in in 2005, ECC-Net comprises all EU member states plus Iceland and Norway.

Hello, I am looking for help/support with a situation regarding a property development in Bulgaria.

In 2006 I paid a deposit for a one bed apartment in Bansko with a developer called BDB. The apartment should have been completed by 231st January 1008. It is still not complete and looks likely not to be complete until at least the end of this year.
We were given different dates for teh ridge stage during 2007 and finally in July 2008 we got fed up with no guarentee being given and being told it would be [...]

Read the full comment ready by December 2008 which we did not believe. Under our contract the developer is supposed to compensate us for delays but have got out of this with the reason of 'force majearue' over the last 3 winters seasons. Rather than put any more money into this (we have paid 50% 54000 Euro's plus solicitors fees etc. We decided to terminate our contract in July 2008 which our contract states we can but the developer would get to keep 30%. We sent our letter of termination and received a letter saying they were looking at our case. We heard nothing from htem. Our Solicitir in Bularia has not returned out calls either despite us paying in advance for his work plus in advance for notary, building registration etc.

We requested a different solicitor in October 2008 to contact BDB and a notary public letter was sent to them, they did contact the solicitor saying they would be in touch in January. We them recieved a threatening letter via e-mail from them saying if we do not pay in full by this week they are suing us and taking us to court for breach of contract.

I have found out BDB have sold out to someone else now under 'global paradise' and they are not looking at turing the apartments into a share company. We do not know what else to do. The new solicitor is saying BDB do not legally have to respond to us and hte next stage is we would have to employ him to take this to court. We are concerned about paying out anymore money on this adn need advice please.


It appears therefore that the contract we made with BDB is not worth anything!
