Sofia city council approved the admission regulations to municipal kindergartens, turning down initial proposal to give priority to a candidate whose sibling attends the same facility, Dnevnik daily reported on March 12 2009.

Starting from September 2009, each child would be evaluated according to a set of criteria and receive points depending on the results. When children gain an equal amount of points, the principal of the respective kindergarten would have the final say.

Among the general admission criteria is permanent residency in Sofia, which brings two points; a working parent with social security insurance – one point; a parent who is a full-time student at a university in Sofia – one point; if the child had gone to a day nursery for at least six months before application, would also be awarded one point; a child whose parent or grandparent is employed by a child's care facility will receive three points.

There is also a set of social criteria, which brings additional points to orphans, children with a single parent, children with handicapped parents, twins, or children coming from large families.
