The Commission for Protection of Competition (CPC) has imposed two separate fines on Toplofikatsiya Rousse, for abuse of monopoly, as recorded in an official press release from the Commission, quoted by Dnevnik daily.
Things seemed to be moving in the right direction when heating meters were introduced and Toplofikatsiya would start charging its clients based on actual use of heating. But things are not always what they appear to be.At first, insulation-of-sorts was introduced. Some more durable and more efficient than others, some better installed than others, but at least an awareness of how much heating one used was introduced, if only out of selfish financial reasons. Then, things started to come apart.
Bulgaria's Economy Ministry blocked on October 28 the plans of the Sofia city hall to inject 55 million leva in the city's heating utility Toplofikatsiya, despite having earlier agreed to the proposal, which would have bailed out the debt-ridden utility and cut the Cabinet's shareholding to below one quarter of Toplofikatsiya shares. The cash would have been used to pay off the bulk of the utility's debts to state-owned gas provider Bulgargas, which would then resume deliveries to Toplofikatsiya to ensure that the utility can operate during the coming winter.
Toplofikatsyia Sofia is looking into the possibility of using the fuel extracted from the mountains of the city's refuse, the chief executive of heating utility Toplofikatsiya Sofia Petko Milevski has said, as quoted by Dnevnik daily. The high-calorie fuel generated by processing refuse was far cheaper and would lower heating bills, which would be welcomed by the citizens of Sofia. Earlier this summer, Sofia mayor Boiko Borissov said that the city hall was considering a similar plan.
Frosty winter is around the corner and could bring the hottest season for the coalition Government. Andrei Ivanov, chairperson of Sofia municipal council said on September 26 that there are four different avenues to solve heating utlity Toplofikatsiya Sofia debt problem, Focus news agency reported. The company has an outstanding debt of 70 million leva to state-owned gas company Bulgargaz, of which only 14 million lave have been paid as of September 23. Bulgargaz has threatened to cut its deliveries to the Sofia heating utility unless it is paid in full.
During a meeting with Sofia's Socialist municipal councillors on September 24, Economy and Energy Minister Petar Dimitrov said that the Government was ready to step in and bail out the city's heating utility Toplofikatsiya Sofia if the city hall relinquished control over the company. Dimitrov's meeting with Socialialist councillors was prompted by last week's ultimatum handed to the utility by state-run gas provider Bulgargaz to clear its outstanding debts or face receiving diminished the gas supplies.
