Sofia mayor Boiko Borissov presented the report on inspections of 79 establishements in Studentski Grad in Bulgaria's capital. "We're both guilty, the state and the municipality," he said.
The Sofia Administrative Court (SAC) threw out the request of the owners of nightclub Amnesia to reverse the order of the Directorate for National Construction Supervision (DNSK), which prohibited the use of the club, Bulgarian broadcaster Mediapool.bg said. The club made headlines in December 2008 when Stoyan Baltov was beaten to death in front of the building in a drunken fight.
Owners of nightclubs in Sofia's Studentski Grad neighbourhood refused to be called "mutri" and asked to be included in the discussion on what can be done to improve the security situation in the neighbourhood, which is home for thousands of university students from all over Bulgaria, private national broadcaster bTV said on December 19 2008. Mutri is Bulgarian slang for thick-necked mafia heavies, often driving black 4x4s.
Several hundred people marched in Sofia's Studentski Grad neighbourhood to protest against violence on the streets, Bulgarian-news agencies reported on December 12 2008. The march was organised in the memory of 20-year-old university student Stoyan Baltov, who was beaten to death in the early hours of December 5 2008 by a group of drunk men in the neighbourhood.

Get real, you can kill people in BG. and not go to jail. You can do most anything here. It's a good thing.
What a tragedy, so young and there whole lives ahead of them, over what, a stupid fight or perhaps some Muntri going a little to far? Bulgarians, you need to get mad as hell and not take it anymore. My heart goes out to the family's and friends of these young men. I also hope that justice is served on the person that did this horrible crime and justice should be swif and bring back the death penalty. This is a perfect case for it.
