GERB vows to balance Budget books in 2009

Bulgaria’s centre-right opposition party Citizens for the European Development of Bulgaria (abbreviated as GERB in Bulgarian), which won the most votes at the June 7 MEP elections and leads the polls for general elections next month, pledged to balance the books and avoid a Budget deficit in 2009 if in government.

Speaking to Dnevnik, Vladislav Goranov of the party’s budget and finance team said keeping a Budget surplus would be the major challenge and hoped there would not be any further cutback of expenses and salaries. Any other costs, however, would have to be reined in as long as they did not undermine the social functions of the state.

Goranov said GERB did not oppose signing an agreement with the International Monetary Fund, but pointed out it was too late to sit on the negotiations table.

He slammed the measures adopted by the current government to temper the ill-effects of the downturn as insufficient, including the extra spending of more than one billion leva aimed at kick-starting the economy.

Instead, he highlighted reduction of the social security burden, retention of the flat tax rate, and introduction of a penalty for delayed VAT rebates as some of the measures needed to strengthen the real economy.
