Boiko Borissov has declared victory in the 2009 election.

Asked whether support received so far meant that his party had won the election, Borissov's answer was so straightforward, he didn't even need the word "yes".

"Any other answer would be avoiding responsibilities at a dificult moment for Bulgaria" Borissov said in an interview on Bulgarian broadcaster bTV.

Borissov said he had been sure his party GERB would win the elections. "As weak as [Sergei] Stanishev was and as arrogant as [Ahmed] Dogan was, we should have taken 60 per cent, but we are happy with the results," he said.

Translating it into football results, he said it was like "beating someone seven to eight to 0."

"The BSP (Bulgarian Socialist Party) did not take our victory in the European parliament elections last month seriously. As a result, our people worked even harder," Borissov said.

Most important, according to Borissov, was that a new government was formed as soon as possible.

"People know who I am and what I have done in the past 10 years," Borissov said. "They know the projects I have worked on, as a mayor and before that at the Interior Ministry," he said.

Outlining his tasks for the coming days, Borissov said; "after tomorrow we will see if we can form a government by ourselves or with whom we can form a coalition."

Commenting on his contacts with other opposition party leaders, Borissov said; "we are all happy to see the tripartite coalition lose power."
