I think the two key things here are his comments...
"It is not for me to say who was responsible for this disgraceful assault"
Well, if he is making a decision based on a confession then he obviously is saying, perhaps without naming him, who is responsible.
"I have spent a great deal of time on this case"
It is obvious that the person referred to is Sankey because it has already been reported about Sankey's confession (albeit with two of Shields' henchmen, err..family, present. So, how is it possible, in all this time, since this came to light that "in this great deal of time" that Straw has spent on the case, he hasn't come across this piece of information?
I am very disappointed from Mr. Straw's decision to free this criminal and what really makes me angry about this case is that Mr. Straw is joking with Bulgarian court by neglecting its verdict and saying that Shields is innocent !!! This is ridiculous!!! I thought that there are justice and order in England but obviously I was wrong !!!
