Iskra Mihailova will be appointed head of the State Fund Agriculture (SFA), Agriculture Minister Valeri Tsvetanov told a November 16 2008 round table on the challenges faced by Bulgarian agriculture, held in Sofia. Her appointment is expected to be approved by Prime Minister Sergei Stanishev within a matter of days. Mihailova is currently Deputy Minister of Regional Development appointed from the quota of the Movement for Rights and Freedoms (MRF), the junior partner in the ruling tri-partite coalition. Tsvetanov is also from the MRF quota.
Dubbed "the European corruption capital", Bulgaria is the subject in yet another foreign press article, this time discussing the alleged mass embezzlements of money directed to the country by the European Special Accession Programme for Agriculture and Rural Development (Sapard) fund. The Sunday Telegraph writer Colin Freeman cites circulating rumors that recent arrests of Assen Droumev, former director of the Bulgarian State Fund Agriculture, which approves Sapard funding for projects, preceded by the arrests of banking and energy tycoon Hristo Kovachki, are nothing but a "preparation" for the upcoming visit of Franz-Hermann Bruener, director-general of the European Union anti-fraud office Olaf.
Atanas Kunchev has filed his resignation from the post of head of State Fund Agriculture (SFA), Bulgarian-language Trud daily said on October 21 2008. Just six days ago, on October 16, Dimitar Ivanov, head of another state agency in charge of allocating EU funds, the National Road Infrastructure Agency (NRIA), also resigned.
The Sofia Prosecutor's Office launched an investigation into allegations of embezzlement against the chief executive of the State Fund Agriculture Dimitur Tadarukov, mediapool.bg reported, quoting sources from the prosecutor's office. He is accused of mis-spending 22 million leva of Sapard pre-accession funds. In particular, he is alleged of re-allocating the funds to another Sapard measure without a tender, an approval from an expert commission and co-ordination with the European Commission.
Businessman Dimitar Tadarukov was appointed head of the State Fund Agriculture. Movement for Rights and Freedom (MRF) suggested Tadarukov for the position and discussed his nomination with Prime Minister Sergei Stanishev, mediapool.bg said. Tadarukov's appointment was not a surprise, mediapool.bg said. For weeks rumours said that he will receive the position after the previous chairperson was dismissed.
The funding is provided under the foreign military sales programme of the US army's Program Executive Office of Simulation, Training and Instrumentation.
