Bulgaria to draft carbon emissions bill to escape 777 000 euro fine

Bulgaria will draft a law on capturing and storing carbon dioxide emissions from power plants and other facilities in order to fulfill the requirements laid out in several EU directives, otherwise it may face a 777 000 euro fine from Brussels, according to a bill published on the Economy Ministry's website.

"Capturing carbon dioxide and storing it in geological formations (CCS) is an interim technology that will contribute to addressing the impacts of climate change. It consists of capturing carbon dioxide from industrial plants, its transportation to storage and pumping it into suitable underground geological formation for permanent preservation," according to a ministry report that was published together with the draft bill.

According to data provided in the report, the European Union could store underground 160 million tons of carbon dioxide by 2030.

Because of the threat of financial sanctions by the European Commission, Economy Minister Traicho Traikov has insisted that "the proposed legislation should be adopted promptly."

According to the directive on geological storage of carbon dioxide, adopted in 2009, member states had until June 25 2011 to bring their legislation in line with the EU requirements.
