In an unprecedented move Bulgaria has lost 220 million euro of European Union funding for failing to crack down on fraud and corruption. The foreign press reported on the news laconically. No commentators expressed surprise at the confirmation of the news or sympathy with the government.
The Financial Times cites the reaction of Bulgaria's Deputy Prime Minister Meglena Plougchieva who described the Commissions decision as disappointing. The paper quotes her as saying: The administration made tremendous efforts in the past six months. But we will continue to workto protect the interests of Bulgarian and European taxpayers.
Stephen Castle, whose report was published in The Times of London, says that the decision confirmed longstanding disquiet over Bulgaria's perceived failure to root out corruption. Alarm bells rang in Brussels after the arrest of the head of the Bulgarian roads agency for handing a 50 million euro contract to build a new highway to his brother. Since then investigations have started into 101 projects designed to modernise the countrys agricultural sector but which are suspected of falling into the hands of organised crime.
The Times cites a particular example: In one notorious case, an agency allegedly claimed for the cost of brand new tractors for a modernisation programme but actually bought scrap vehicles from the former East Germany, pocketing the difference.
The Daily Telegraph's Bruno Waterfield notes the irony of such a backward country forfeiting so much money. The Europe Union's poorest country, has set a new record by being stripped of 187 million in EU funding because of widespread spending irregularities, corruption and fraud linked to organised crime, he writes.

 | I am not surprised at other countries' attitudes on curruption etc towards Bulgaria. We have lived here for 18 months. My car was hit by a young speeding driver and I had photo's to prove he was on the wrong side of the road and his skid marks proved he was well over the speed limit, also in photo's, but the police know his family and I am british, so I suspect a backhander was made, he got off clean, my insurance pays for HIS car and I get 100 Lev fine and 9 points on my license. My car is wasted. Lawyer says photos are inadmissable in court. AH Bulgaria! Just makes you want to come here? |  |

 | Bulgaria does not deserve any money from the EU until it roots out the evil organised crime gangs supported by corrupt lawyers Ralitsa Galeva of Plovdiv and Smilen her side kick. The Guardian, and numerous other papers have research and are still researching the major corruption of Billions of pounds of British investors money by this evil woman and her gang, 70year old man who on arriving at his apartment finds the locks changed and the bullies tell him to go home he has lost it... the lawyer who steals hard earned money from innocent victims and she continues to work... get her put in Prison and taken away from the bare so the country can show it cares about corruption and wants to do something about these evil gangs that rule the country. Stop the immoral and illegal companies opperating and maybe you could get some sympathy. Meanwhile forget any EU money going to a Country that is lawless as the Western people have woken up to you and can now see through your disguise to the evil, money grabbing and laundering you allow to continue. |  |

 | Perhaps Bulgaria needs to grant outside authorities (EU?)authority to inverstigate and prosecute the criminals if they are too scared to do it themselves. That's what the FBI did in the U.S. They were brought in as a superior force to cities where the local criminal element was too powerful for the local authorities. I really think that is what it will take to subdue the mafia in Bulgaria. It will take outside intervention. |  |
