MINISTRIES PROPOSE NEW WAYS OF ROAD MANAGEMENT IN BULGARIA

Three ministers will be in charge of fund distribution and execution of road construction projects, the Cabinet decided yesterday.

The Road Executive Agency (REA), part of the Regional Development Ministry, will establish a fund especially for the re-construction of the national transport infrastructure, 24 Chassa reported.

The Finance Minister will be the chairman of the board. The other three members are the Regional Development Minister, the Transport and Communications Minister and one of his deputies. The three ministers will nominate and additional member, the executive director of the fund.

The fund will deal mainly with collecting money from the vignettes, from the new road tax, if implemented, and from part of the fuel excise duties.

In accordance with Bulgaria's agreements with the EU, first class roads and highways construction projects should be drafted by the Transport Ministry. The country will receive more than 800 million euro from the EU transport operational programme.

According to mediapool.bg, the first executive director will be Yasen Ishev, at present vice president of Moststroy construction company. Ishev, however, said he was offered only the position of a freelance expert to help creating new programmes.

The Regional Development Ministry will manage the second and third class roads projects. Fourth class roads connecting small villages will be managed by the Agriculture and Forestry Ministry and financed by EU's agricultural funds.
