The introduction of a safeguard clause for Bulgaria's judicial sector and domestic order is proposed in the latest European report after a February inspection in the country.
Brussels experts disagree with the increased authority of the executive branch, included in suggestions for Constitution changes, mediapool.bg reported.
Today European Integration Minister Meglena Kouneva presented the report to members of the Supreme Judicial Council. Kouneva said the report was received in Bulgaria last night.
Bulgarian and EU ideas of accountability and independence fail to correspond, Kouneva said. The Constitution amendments were approved on second reading 20 days ago. All parties in the ruling tripartite coalition supported the project.
The Parliament faces a deadlock, as on third reading Constitution changes are considered to be one unit and cannot be examined separately. Independent texts cannot be corrected as a result.
Two options stand before the ruling coalition. It can either remove the questionable texts from the project or move forward with the vote.
Brussels gives Bulgaria one month to implement the main report recommendations. European experts disapprove texts taking away authority from the Supreme Judicial Council and giving it to the Justice Minister.
